MISSION
The Special Education Division of American Samoa Department of Education, educates students with disabilities so that they will be able to function independently in the mainstream of society. We hire, train staff, work cooperatively with all staff and administrators to provide a free, appropriate, public education for students with disabilities. We collaborate with other agencies to ensure that programs and services are available from birth through transition into adult community. We cooperate with other related agencies to inform the public about services and issues, to support parents and to provide in-service and degree-related education opportunities. We believe that people with disabilities in American Samoa should have an equal opportunity for education, the right to a quality life regardless of their disability, and the right to share in shaping our community.
VISION
The vision of the Special Education Division is for all children will have a free appropriate public education that meet their unique needs to prepare them for employment, independent living, a successful life in American Samoa and abroad.

Good evening, and thank you for the opportunity to speak today.
I am here to express my support for strong special education services for all students. Every child deserves an education that meets their individual needs and gives them the opportunity to succeed. Special education is not a privilege it is an essential service that helps students reach their full potential.
I encourage our leaders to continue investing in qualified special education teachers, classroom aides, related services, and inclusive learning environments. Families should have access to clear communication, timely evaluations, and meaningful support throughout the educational process.
When we provide students with disabilities the resources they need, we strengthen not only their futures but also our schools and communities. Every student deserves to feel valued, included, and empowered to learn.
